Early Life[edit | edit source]
Born in 2366 in Seattle, on Earth, Cooke was born Kailinn O'Mannin and is the daughter of wealthy heiress Sarah O'Mannon. As a member of the O'MAnnin family, Cooke had access to premier primary and secondary education as well as acceptance to the best universities on Earth. The family patriarch, Micheal O'Mannin, wanted Cooke to follow in his footsteps as the religious and financial leader of the family, and take over his massive multi-million bar GPL business. Kaylin had other ideas however, attending a minor college in her hoime town, Seattle University, and studying Information Security. Following her graduation and the first year of her masters in Interstellar Business, Cooke had a falling out with Michael over the direction of her life. Used to the complete obedience of his descendants, O'Mannin attempted to manipulate Cooke which resulted in her dropping out of College and disappearing.
Illegal Activity and Conviction[edit | edit source]
Years after she fled the wrath of her grandfather, Cooke was discovered on Risa. Micheal ran an audit of his accounts due to a filing discrepancy. The result of the audit revealed that Cooke had been siphoning money from him for years. He traveled to Risa with his team of lawyers and the full backing of local law enforcement in 66876.01 to bring Cooke to justice; his goal to bring her to heel but if she wouldn't bend to his justice then he would make sure that she rots in a penal colony for the rest of her life. Rather than allow herself to get caught, Cooke barely escaped and fled to the Federation-Klingon Neutral Zone and disappeared. After an extensive search of the area and meager assistance from the KDF, law enforcement determined her missing and gave up the search. O'MAnnin's lawyers continued to investigate Cooke's trail but also discovered nothing.
In 2391, Federation Law Enforcement was hunting Talisman, a group of 11 prolific thieves active for a year and responsible for 6 bank heists and a bloody trail of dead hostages. While most of their actions were covered up, Law Enforcement was having trouble getting any information on the group till January of that year, when Cooke walked into Risian Police HQ and blew the case wide open. Cooke was using the alias Amala Borozan after her disappearance and was trying to live a law abiding life. Then she ran into Jack Bucanon, the leader of Talisman. Cooke revealed that he knew her from her escape years prior and blackmailed her into becoming his girlfriend and the teams grifter and getaway pilot. After a year of bloody hostage takeovers and robberies, not to mention the nature of her relationship with Bucanon, Cooke was desperate and was willing to work with law enforcement to bring the group down. The Police had her become their double agent. With her assistance, police caught the group in the act and with Cooke's testimony during the Talisman trial, all the thieves where convicted. Due to a threat from Bucanon, Cooke was placed in protective custody and house arrest. After news of an escape from the penal colony Bucanon was being held at got to Cooke, she attempted to tell her guardians about their deficiencies in her house arrest and her protection, but her complaints fell on deaf ears. Almost a month after the Talisman trial Cooke had once again disappeared. In 2395, Bucanon was found dead by phaser next to the body of known grifter Simran Hardstone, also killed by phaser, in a church in New York.
Following the robberies of 4 major banks and 2 securities vaults, and 3 museums, an international consortium of 15 law enforcement agencies, including Federation, Cardassion, Ferengi, and surprisingly the Klingon, was created to hunt down the apparent culprit, Alicia Campbell. The consortium chased Campbell across the quadrant as she defrauded and stole more art and securities worth millions of bars of GPL till they chased her to Earth. In a small graveyard in New York, the strike team sent to capture Campbell instead found her kneeling at the grave of Simran Hardstone, in tears and holding the phaser that was later found to have killed both him and Bucanon. Campbell gave up without a fight. When it was released that Campbell was an alias for Kailinn O'Mannin, the O'Mannin family used their lawyers to come after her with a vengeance, adding to the list of charges and demanding the maximum charges for the woman. During the preparation for the trial it came out that Bucanon had attacked and killed Hardstone during his and Cooke's wedding, and Cooke had killed Bucanon in self defense. Due to this testimony and corroboration from witnesses the murder charges were dropped but Cooke was finally convicted of multiple counts of grand theft three months after her capture.
Clandestine Service[edit | edit source]
Her skill at evasion, infiltration, and grifting caught the eye of Starfleet Intelligence, and her sentence was secretly exchanged for a recruitment into Intelligence services. By 2398 she had become one of Starfleet Intelligence's most prolific agent provocateurs and NOC operatives. In 2401 Cooke was given the operational identity Kalia Cocus and began operations within Starfleet that were classified even to her handlers within the Intelligence services. Had it not been for her rather obvious recruitment role within Starfleet Academy, some within the Intelligence command structure commented in official classified reporting the possibility of Cooke being a member of Section 31. Cooke, as Cocus continued her recruitment role up to 2409, where escalation of the KDF hostilities with the Federation called her to resume operations in Intelligence gathering in the Neutral Zone. Cocus had a rather explosive promotion track during the war, quickly gaining a vice admiral rank and further rumors of Section 31 affiliation spread as a result. At the conclusion of the Klingon-Federation war, Cocus retired from the Clandestine Services and settled comfortably into her role as Admiral.
Starfleet Career[edit | edit source]
During the push into the Delta quadrant Cocus saw the need for additional logistic support and with her good friend Captain Lukita Roa, pushed Starfleet Command to reactivate Task Force 151. The Task Force, which had been defunct since the destruction of all but one Perseus escort just before Axanar, needed a new command structure, base of operations, and ships to fill the roster. Captian Roa worked with on filling the roster and Cocus found a headquarters in the newly refurbished Starfeet base DS-KR3 in the Taugus System. Cocus, made the commanding Fleet Admiral and given the rank to match, established her flag on the U.S.S. Casablance, Roa's Arbiter battlecruiser. Other ships in the Task force include the U.S.S. Aurelia (Andromeda Class Explorer), the U.S.S. Ethellos (Resolute Class Cruiser), the U.S.S. San Loma (Odyssey Class Star Cruiser), and the U.S.S. Lotherial (Sentinel Class Star Cruiser). TF-151 played its role as a logistics and support fleet well during the Delta operations, assisting with New Romulus construction efforts and material transport to the Jenolan Dyson Sphere. the task force came into its own during the Iconian War, playing a major support role in the conflict as well as being activated during the defense of the Sol system, seeing its first major fleet action under Cocus's command. Although the aging U.S.S. Lotherial was severely damaged during the fight and subsequently retired, none of Cocus's ships were lost. Following the Iconian War, a Multimission strategic science vessel was added to TF-151. Shortly after Roa took command as acting Fleet Admiral when Cocus went to observe the maiden mission of the new Brigid Surveillance Explorer the U.S.S. Roma. Fleet Admiral Cocus was officially listed as Missing in Action by Starfleet when the Roma did not return from her mission. Acting Fleet Admiral Roa is currently undergoing the process of promotion to permanently take over command of TF-151.
Defection and Peerage[edit | edit source]
Few know what really happened to the Roma, but what is clear is that Fleet Admiral Cocus defected to the Imperial Union of Planets, out of the blue, and finally took the name Kaylin Cooke for the first time. According to Starfleert record, they were aware of Cooke but didnt know until 2417 that Cooke and Cocus were the same person. The information Cooke to the Panopticon and her skills was enough to get her an appointment as a Deputy Director, and her services rendered to the Imperial Union earned her peerage. According to IUoP record, in 2411 the Empress Aisha Cythlla Sato bestowed the title of Baroness of Anchorage on Cooke due to the services she rendered to the Imperial Union. When Cooke arrived on Anchorage she took control of the government and preceded to invest millions into its infrastructure and education, resulting in a semi-democratic monarchy and a Renaissance in arts and experimental sciences. In 2417 Cooke volunteered to go on a clandestine exploration missing under the Khepera moniker, taking the first of the new Acireale class mulitmission explorers. The Official statement is that Khepera was a clandestine exploration mission, and Cooke was killed in a warp core breach, but with the rest of her life, many of her friends think there was more to the sudden mission and her sudden death.
Personal Life[edit | edit source]
Being an intelligence officer, much of Cooke's personal life is still redacted. She is wealthy but its assumed in the Alte Universe that the wealth she gained was through her time as a grifter. She is also known to have connections to the Alte Universe shipping company FSC Co. and the PMC Intec Securities, having been an Intelligence Advisor for the latter at one point in her career. Cooke prefers to leave most of her life as private as possible, owing very conservative holdings on Anchorage. She demolished the original Presidential Villa to replace it with a simple cottage and guest facilities in the small coastal town of Baeza, but she spends most of her time at her penthouse in the governmental super-construct in Carmona, the capital of Anchorage. Cooke was single and has remained so since the death of her husband. Officially she has stated that her refusal to marry was because she was too busy with her duties with State Security and her role as Baroness. Cooke has no biological children but she did adopt Grace Dosh. Just before Khepera, Cooke had her will ratified with Grace becoming hair apparent to the Barony of Anchorage.

Internal Politics[edit | edit source]
In the Alte Universe, once Cooke had achieved the rank of Fleet Admiral she was thrust into the lime light along side the likes of Admiral Quinn of Starfleet. She preferred to stay as far in the background as her role would allow. Her stint with Intec was rather publicized and criticized from some angles. Her acceptance of the position of Baroness is Cooke's first real foray into the world of Politics. As such she chooses to focus her efforts on Anchorage rather than the greater IUoP. She wants her people to have freedoms and access to health care and education and puts major emphasis on the development of her planet. As long as religion and the like dont interfere with the social advancement of her people, she is fine to let them do what ever they want.
External Politics[edit | edit source]
As a known member of the High Lords of New Terra, Cooke has been pressed for interviews and opinion by the Imperial Union's media outlets. Cooke has taken a very middle ground stance on most items. While she prefers keeping out of the Affairs of the Alte Universe, she does feel that the major players, including the United Federation of Planets and the Klingon Empire needs to be watch for potential hostilities. On the topic of New Romulus, she has voiced the opinion that assistance should be rendered and that they could be potential allies. Her opinion does stem from the desire curb the actions of the remaining Tal Shiar as she would not put it passed them to work with their Prima Universe counterparts.She has similar feelings regarding the Romulan Technocracy, that the IUoP should honer them as allies and work to take back their territory. As far as the Klingon-Cardassian Alliance and the Second Terran Empire, she has very vocally supported the Empress on her policies regarding the two entities.
